Pokemon!

Levels are not used here. They are just a waste of time for those who hate training their Pokemon twenty-four-seven.
Evolution mainly now depends on exactly how long you have had that Pokemon. Of course, this is for those who are suppose to level up.

Three evolution stages without items need at least one or two out of character months for each evolution. This Pokemon must be active, though, before it can evolve.
Two stage evolutions need at least two or three out of character months before it can evolve. The Pokemon must be active, as well.
Item evolutions need the correct item, of course. You can get these items from special events, promotionals, or by buying it off the Black Market. The Black Market is really just any pirate crew who got their hands on it. Pokemon must have been with you for at least three weeks.
Trade evolutions will be done simply by two people with Pokemon exchanging them. Once ownership is changed to the other character, the Pokemon shall evolve. This can be done anytime.
Trade with items evolution will like both the other Trade and Item evolutions; however, you need to obtain the item and give it to the Pokemon before transferring ownership of the Pokemon.

Pokemon know all moves that they can level up with. HMs and TMs do not exist, so Pokemon cannot learn moves from those; however, we also go by common knowledge. A pidgey cannot fly an eigthy-five and up pound person across the world; however, a Pidgeotto or Pidgeot can. A Lapras can take you across the ocean without a boat (or it can pull the boat), but a Magikarp cannot. Though, I guess a huge school of Magikarp might...
For the Pokemon who evolve and can either learn one move or nothing else at all, they can use all of the moves of their pre-evolution.
Pokemon are allowed to know only two egg moves.
Shiny Pokemon are not allowed to be started out with or caught by normal means. They will only be distrubuted through special events.
Legendaries cannot be caught. Period. Of course, for plot reasons, Pirates can steal Legendaries, but the head admins are the only ones who can roleplay them out.
